SAFE ROUTES FUNDING BOOSTED

America Bikes reports the Senate Environment and Public Works Committee 
(EPW) passed an amendment to increase funding for a federal Safe Routes to 
School program from $50 million to $70 million a year. This is still 
considerably less than the House proposal of $250 million but it is a step 
in the right direction. Colorado Senator Wayne Allard sits on the EPW 
Committee and expressed support for the amendment. The Safe Routes to 
School program will improves bike lanes, sidewalks, bike paths, and 
intersections around schools.

The Senate version of the bill also keeps the Transportation Enhancements 
program intact. The landslide vote of confidence for Enhancements in the 
House in September surely helped to dissuade any attacks on the program. 
Other programs important to bicycling, including CMAQ, Scenic Byways and 
Recreational Trails are also continued in the Senate bill.


NORTH FRUITA MOUNTAIN BIKING PLAN

The Bureau of Land Management (BLM) recently released a draft plan that 
will govern recreational trail use in the north Fruita desert. The BLM 
proposes to improve camping, maps, signage, sanitation, and staff 
monitoring in the popular 18 Road trail system area.  But the plan also 
supports expanding the access of motorized vehicles on trails popular with 
mountain bikers.

Local bicycle advocacy group (COPMOBA) leader, Pat Kennedy reports an 
agreement was reached with COHVCO, the Colorado Off-Highway Vehicle 
Coalition supporting non-motorized use of the 4000 acre "18 Road Area." 
COPMOBA is supporting multiple use on Garfield Mesa (north of Hunter 
Canyon) and both groups will have input on any new construction, relocation 
or reconstruction of trails in the area. Significantly, the two user groups 
have opened a dialogue that may help with future planning not only in North 
Fruita, but all over western Colorado.


FIRST COLORADO BIKESTATION-SPRING 2004

Just as the Denver Union Station BikeStation is being postponed for several 
years, another BikeStation project sprouts up. Colorado's first BikeStation 
will be a public/private partnership resulting in a new facility for bike 
parking in Colorado.

The Cherry Creek North BikeStation will be a 1,000 sq-ft valet-park and 
retail operation in the new Clayton Lane development in Denver. The project 
is administered by Transportation Solutions and they are accepting 
Statements of Interest from organizations wishing to operate this bicycle 
facility. Statements are due to the Transportation Solutions office by

CLEAR CHANNEL RESPONDS

In a letter to the League of American Bicyclists (LAB), John Hogan, 
President and CEO of Clear Channel Radio, said, "the comments made by Clear 
Channel Radio stations in Cleveland, Houston, and Raleigh were 
inappropriate and intolerable ... As CEO of Clear Channel Radio, I do not 
support or condone the anti-cyclists messages and have taken steps to 
insure they do not occur again."

The letter is in response to Clear Channel stations in three cities that 
had broadcast shows encouraging motorists to physically attack bicyclists 
riding on public roads. The letter followed a November 5 meeting between 
Hogan and LAB to discuss ways in which the company could work with the 
bicycling community to promote safe bicycling and sharing the road. They 
agreed to meet in early 2004 to review progress and chart next steps.


MARTHA NAMED "CYCLING'S WOMAN OF THE YEAR"

Congratulations to America Bike's Campaign Manager, Martha Roskowski for 
receiving the "Cycling's Woman of the Year" award at the Interbike "BRAINy" 
Awards banquet in Las Vegas on October 12th. The Bicycle Product Suppliers 
Association (BPSA) chose Roskowski for the honor through a vote of its 
membership. The award is given annually to the woman whose work most 
contributed to positive climate in the cycling industry. This year 
Roskowski shared the award with Lisa Robinson of Sportworks, the company 
that produces the bus bicycle racks used by most transit systems in the 
United States. Robinson is also the Vice President of the industry 
association Bikes Belong.

Prior to her current position, Martha led Bicycle Colorado for seven 
successful years. Way to go Martha, you are making Colorado proud!
