[BikeLongmont] bikes on crosswalks redux

A few weeks ago there was some discussion about Colorado Law. CRS 
42-12-1412 states that cyclists who choose to use the sidewalk must 
dismount and walk across intersections. I facetiously called it the 
"Motorist Full-Immunity Law" because the  only possible purpose of this 
law is to simplify fault-finding; I can't imagine a cyclist being 
ticketed for breaking this law unless a collision occurs.[1]

Cyclist attorney Bob Mionske addressed just this issue in his latest 
"Legally Speaking" column.  The main issue seems to be that many (most?) 
states don't adequately spell out the rights and responsibilities of 
cyclists in these gray areas. Here in Colorado, the law is crystal clear.
