[BikeLongmont] human-waste littering proposal in Colorado house

Last month the Colorado House transportation committee approved a 
measure to make littering the roadside with human waste an offense 
punishable by a fine of up to $500. This bill will be considered by the 
state house in January.

The measure is being considered because apparently people don't think 
anything of throwing diapers out of car windows. Apparently, there's 
also a problem with containers of urine being left around for roadside 
workers to pick up.

Does anybody know if this proposed law will apply to cyclists who stop 
to take a break behind a tree? Has Bicycle Colorado looked into this 
measure?
