Dear Mr. Pommer,
I thank you for your support of HB1218.
CRS § 42-4-8023 already addresses the issue of crosswalk users darting
into traffic. The pedestrian must stop if the way isn't clear.
Imposing an additional requirement on pedalcyclists that they must
stop at every intersection -- regardless of the level of traffic --
is, in my opinion, not reasonable.
Regarding crosswalk crossing, I like Boulder's rule which requires
crossing at a walking pace. I believe the proposed bill should be
modified so that pedalcyclists must approach crosswalks at a walking
speed. I believe this would address your concern about the danger from
cross traffic.
