[BikeLongmont] CO 52/E County line light

Hi Tim,

I rode the E County Line southbound with my wife today, the first ride
in that direction in a while. The redone intersection with CO52 is very
nice, much more space for bikes than before.

I noticed that the traffic light has a detection camera, but it did not
seem to catch the two of us on bikes - we had to wait another cycle
until a car came along. Looking at the camera, it does seem to be aiming
to the lane and perhaps the shoulder is out of the field of view.

Is there a way the County could take a look and make sure that bikes
trigger the light?
