[BikeLongmont] Boulder County Paving Update

I've ridden Left Hand Canyon several times since the construction began.
Even prior to the final overlay, the road segment in question was
significantly improved by the additional road width. That section of
road has historically been a prime location for bicycle/auto conflicts,
and it's now a whole lot better. But yesterday, I noticed that we're
losing a bit of the new road width because the final asphalt overlay
isn't extending all the way to the edge of the added pavement. As a
result, there's a seam right down the middle of what will eventually
become the road shoulder. That's going to push cyclists farther left
than they would otherwise be riding. If this can't be fixed, I hope the
lane striping will reflect that some of the shoulder isn't really usable
by skinny tire bikes.
