[BikeLongmont] Emery Street bypass

Hi,

I had a note from Tom Moore, who is doing the architectural work for the 
proposed emery closure for Butterball. The news is good: Butterball will 
provide a bypass bike/ped path along the edge of their property to 
connect the emery RR crossing an the Second Avenue, along the lines 
we've discussed a week ago.

Our consensus at the May meeting was that we do not oppose Emery closure 
if the path is built, since the connection to downtown is preserved.
