[BikeLongmont] Emery Street bypass

Hi,

This is fantastic news!!!!  Big thanks to everyone who put in their
time and expertise into making this happen.  You are greatly
appreciated.  Thank you Tom and Nick for taking your time to come to
the BL meeting and helping to make this resolution possible.  And
thank you to BL for advocating for cyclists in the city.  There was a
genuine feeling of good will and cooperation at the meeting between
everyone.
