[BikeLongmont] Emery Street closure update from P&Z

After three hours of discussion and community input, the Planning and 
Zoning Commission voted tonight to a 3-3 tie on whether to recommend 
Butterball's application to close Emery Street.  One P&Z member was 
not present, leaving six for the vote.

The issue now moves to City Council with no recommendation, either way,
from P&Z.  

The consensus Bicycle Longmont position was presented during the public
input section, along with about six others, probably evenly split pro
vs. con.
